A reading public welfare program jointly initiated by the China Press and Publishing Media Group and the China Foundation for Human Rights Development (CFHRD) was officially launched on April 21 in Nanchang, Jiangxi province. Nie Zhenning, director of the National Reading Committee under the Publishers Association of China, attended the launch ceremony.

Li Hongkui, vice chairman and secretary-general of CFHRD, delivered a speech on behalf of the organizers. He said CFHRD will use the "Smile Rainbow" reading plan as a platform to mobilize social resources in support of young readers in rural areas designated for assistance by central Party and state institutions. Efforts will include building charity book houses, running reading workshops, establishing paired reading programs between urban and rural schools, training reading guides, encouraging parent-child reading and organizing cultural study tours — all aimed at empowering education and culture in these communities through the power of books.
