The 2026 Forum on Global Human Rights Governance was held in Beijing on June 11. Xie Fuzhan, president of the China Foundation for Human Rights Development (CFHRD), attended the forum and delivered a keynote speech.

Xie noted that the advancement of human rights is a shared cause of all humanity, reflecting people's universal aspiration for a better life. Since the adoption of the Declaration on the Right to Development 40 years ago, China has remained committed to deepening reform and opening up while promoting sustained economic and social development. In particular, President Xi Jinping has emphasized that "the people's happy life is the greatest human right." Under his leadership, the Chinese people have worked tirelessly to achieve the twin successes of rapid economic growth and long-term social stability. China has developed a distinctive approach to promoting and protecting human rights, which, Xie said, has made an important contribution to the progress of the global human rights cause.

Xie stressed that, amid growing global instability and uncertainty, peace and security are essential safeguards for the advancement of human rights, while economic and social development provides the foundation for their realization. Development, he said, is the key to addressing all challenges and the only path toward the continued advancement of human rights. He called for full respect for every country's right to independently choose a development path and human rights approach suited to its own national conditions. He also urged greater dialogue and mutual learning among civilizations to build broader consensus on human rights, strengthen international dialogue and cooperation, and continuously improve the global level of human rights protection through development.

Xie said the CFHRD stands ready to work with partners around the world, contributing through people-to-people cooperation to the building of a global community with a shared future. He expressed the hope that the fruits of development would benefit all people and that the vision of universal enjoyment of human rights would become a reality.

The forum, themed "Joint Development, Shared Human Rights: The 40th Anniversary of the Adoption of the Declaration on the Right to Development and a New Vision for Global Human Rights Governance," was jointly hosted by the State Council Information Office and the Ministry of Foreign Affairs. It was organized by the China Society for Human Rights Studies, the China Foundation for Human Rights Development, and the CGTN Think Tank under China Media Group.

More than 400 participants from over 100 countries and regions, as well as international organizations including United Nations agencies, attended the forum. During the opening ceremony, representatives of member institutions of the inter-agency mechanism for China's National Human Rights Action Plan jointly released the National Human Rights Action Plan (2026–2030).
